• When I went on a udon restaurant tour as a student, I stayed at a business hotel called Takamatsu City Hotel, which is about a 4-minute drive from JR Takamatsu Station. There was a surprisingly cheap plan for a room only stay. The facilities are a little old, but it's convenient that it's close to the downtown area and has a parking lot.
