I'm going to visit Fushimi Inari Taisha Shrine for the New Year's holiday this year. I'll check into a hotel on New Year's Eve, visit Fushimi Inari Taisha Shrine at midnight, and then return to the hotel. It would be better to use public transportation to get to Fushimi Shrine, but if you put in the effort, you can walk back. It is a few minutes walk from the Hachijo West Exit of Kyoto Station. The surrounding area is mostly residential, so it was a quiet environment. There is a large artificial hot spring bath. The lobby is spacious, so it is convenient for meetings.
