Have the Inn's "Kashikiri" (Private) Onsen All to Yourself
If a quiet inn is what you're looking for, how about 'Koyado En'? It's a "Koyado," meaning a small inn with only a few guest rooms, so the atmosphere inside is very calm and peaceful. Kinosaki Onsen is famous for its "Sotoyu Meguri" (hopping between the public baths), but if you're not a fan of crowds, I highly recommend this inn's private kashikiri (reservable) onsen, located on the top floor. You can use it whenever it's available, letting you enjoy the hot spring peacefully all by yourself. It's truly a "hideaway" experience. You'll often find that the breakfast-included plan fits within your budget, so it's definitely worth checking.
