It is a high-rise building with 17 floors above ground. Since it is a luxury hotel, the night view of Tokyo from the rooms is wonderful. - I'm not sure if this will completely meet your needs for a recommended hotel near the Imperial Palace, but please consider the Marunouchi Hotel near Tokyo Station as one of your options.
