This is Ryokan (Japanese inn) located near the center of Atami, and it's quite nice. independent guest cottages is especially great. The garden is nice, and it makes you forget that you're in the middle of town (especially since you can't imagine there being a supermarket right next door). The food is mainly freshly caught seafood. It's a bit disappointing that there isn't much meat. However, independent guest cottages may be a bit over your budget.
