• How about "Smile Hotel Tokyo Nihonbashi", which is two subway stops from Tokyo Station? It takes about 25 minutes by train to Tokyo Skytree. You can stay in a twin room at this hotel for a reasonable price.

• Even though it's the city center, there are various places such as Shinjuku side and Ginza side, but if you are coming from the countryside by Shinkansen, it's better to stay closer to Tokyo Station. My personal recommendation is the Smile Hotel Tokyo Nihonbashi. A single room with breakfast costs about 9,000 yen, but considering the access, it's not bad.
